cornerstones of her leadership. Joining the LVPD in 2008, she rose fast,
propelled by natural charm, a razor mind, and an unflinching sense of duty. The
day of the Snap, she was in the air—piloting a police chopper—when her co-pilot
vanished mid-sentence. The crash that followed left her hospitalized for weeks and haunted by survivor’s guilt.
Now, just a month after half of Las Vegas turned to dust,
Barnes has been promoted to Captain of a depleted force, leading a department
that’s barely holding together. Her latest tool is the A.I.M. MK2 Peace Officer Exosuit, one of three experimental prototypes seized by S.H.I.E.L.D. during a 2010 raid on A.I.M. laboratories shortly before the agency collapsed. Barnes, the only officer trusted to pilot it, has turned
the suit into both symbol and shield—proof that human resilience still holds
the line.
Her team is her anchor—Donald’s experience,
Nolan’s insight, Lionel’s heart. She keeps their morale high through sheer
will, diplomacy, and presence. But privately, she wonders how high the “career
ladder” even goes anymore in a world where governments crumble and aliens snap
away half of creation. For Eileen, leadership isn’t about power anymore—it’s
about keeping what’s left of humanity from falling apart.

Second-in-Command / Driver / SHIELD Operative-in-Hiding
Donald “Don” Shirts was once a ghost in the system—a SHIELD field agent
embedded at NORAD. He lived his life in the shadows, monitoring global
anomalies and tracking HYDRA infiltration. But when the HYDRA uprising revealed
itself within SHIELD, he went rogue, abandoning his identity and retreating to
Las Vegas under an assumed name. The LVPD gave him legitimacy, a badge instead
of a barcode.
He met his wife soon after, a medical technician at
University Medical Center. She died in the chaos following the Snap—one of the
vanished—and Donald hasn’t spoken her name since. He wears her wedding band on
a chain beneath his armor.
The department thinks he’s just a tough-as-nails sergeant
with federal training. Only Captain Barnes knows his truth—and guards it
fiercely. The Spartan Helmet he keeps locked in his cruiser is a relic from
SHIELD’s black labs, its exact purpose is still unknown.
Donald’s driving and combat skills make him the
team’s spearpoint in every pursuit. Yet, his calm command masks a man
perpetually scanning for unseen enemies—HYDRA agents, alien infiltrators, or
ghosts of the life he abandoned. He fights not just for order, but to keep the
darkness he once served from rising again.

necessary to maintain the facade. Donald habitually checks exits, cameras, or
reflective surfaces; a subtle tic that can slow reactions or draw suspicion. -1
to initiative in most situations and those trying to Sense Donald’s motives receive
a +1.

Detective Nolan Carter
Radio Controller / Tactical Analyst
Nolan Carter doesn’t remember his parents—only numbers, angles, probabilities.
Raised in the Los Angeles foster system, he survived by predicting
people—teachers, bullies, and later, suspects. The patterns comforted him.
After studying criminal psychology and applied mathematics, he joined the LVPD
as a communications analyst, turning chaos into data.
When the Snap struck, Nolan was on dispatch duty. Half the
voices he coordinated that night went silent mid-transmission. He replayed the
tapes for days, searching for patterns that could explain the inexplicable.
Eventually, he started seeing variables—possibilities, choices,
outcomes—like threads he could subtly tug. Whether it’s luck, intuition, or
something else, he’s stopped trying to rationalize it.
Known among officers as “the Stat Man,” Detective Nolan sits at the
crossroads of the digital and physical—calling shots, rerouting patrols, and
guiding Barnes’ team through impossible odds. His Seeing the Variables
ability often saves lives, but it’s wearing him down; he feels like a man
playing chess against fate itself.
Carter’s dry humor and moral steadiness balance
the team’s darker edges. He believes in justice, not vengeance. In a city
that’s lost half its soul, he fights to keep the math of good and evil weighted
toward hope.

encounters, the GM may require a DC 10 Sense Motive check for Nolan to notice
key emotional cues (e.g., hostility, deception, attraction). Failure imposes a
–2 penalty on related Diplomacy or Sense Motive rolls for the encounter. His mind prioritizes logic and
pattern over emotion and often misses the “mood in the room.”

Lt. Lionel Atwater and Soldier
K-9 Officer / Urban Tracker
Lionel Atwater grew up in Chicago’s South Side, the youngest of seven in a
family that prized strength and faith in equal measure. His grandmother used to
say he had “the whisper”—a gift for understanding animals. As a kid, stray dogs
would follow him home. As a teen, he trained pit rescues.
He joined the LVPD in 2013, earning a reputation for
tracking suspects in impossible conditions. When paired with Soldier, a German
Shepherd with near-human loyalty, Lionel became one of the department’s most
reliable operators. Together, they’ve faced fires, riots, and now, a city
unraveling in the wake of the Snap.
Lionel’s connection with Soldier is more than training—it’s
psychic empathy. They communicate through emotion, flashes of instinct, even
mental images. The two have saved countless civilians, often moving as one in
battle.
Behind Lionel’s calm is a man haunted by absence. His
parents and two siblings vanished in the Snap. He works overtime to fill the
void, saving strangers he’ll never know. His girlfriend, a Nevada Parks ranger,
keeps him grounded, reminding him there’s still beauty outside the chaos.
Atwater’s dream is simple: buy a house, raise a family, give
Soldier a yard to retire in. But until the world heals, he’ll keep walking the
urban streets—man and dog, a lone heartbeat of loyalty in a city that’s
forgotten how to trust.

Inferiority Complex – When confronted by political authority
figures, high-ranking Government officials, or
elite socialites, Lionel takes a –1 penalty on all Charisma-based checks unless
he succeeds on a Will save (DC 10) to keep his composure fearing being seen as
“the kid from the projects” instead of a decorated officer. His pride stiffens
his tone in front of superiors.

In 2018 post-Snap Las Vegas, half the command staff dusted — leadership vacuum leads to many complications including but not limited to: turf warfare, supply chain raids, resource management, smuggling and inter department and government fragmentation.

- Trust in command is low — many precincts act autonomously.
- Demoralization and procedural improvisation are rampant; most officers double up duties and experience long shifts.
- Gender and age skew older and male after the dusting, with many female officers reassigned to community outreach, wellness visits, and family relocation duties.
- Small group of officers question purpose, faith, and ethics; desertions rise.
- Jurisdictional chaos — FBI, DHS, TSA, National Guard, and remnants of S.H.I.E.L.D. all claim jurisdiction or authority throughout Las Vegas, creating confusion.
- FEMA and DHS overstretched — few supplies reach the city.
- Nevada’s governor operates from Carson City; Las Vegas effectively becomes autonomous under the Mayor’s administration and the LVMPD command.
